The Czech Republic yesterday started trading in carbon credits and companies that pollute air with sulphur dioxide may therefore apply for the credits through the internet, Environment Ministry spokesman Karolina Sulova said.

More from the article:
According to the plan, 435 Czech companies will receive carbon credits for 292.8 million tonnes of sulphur dioxide for 2005-2007, or 4.4 percent of the credits within the EU.
The Czech Republic was one of the last countries to send its proposal of the plan to the EU because of disputes between the Environment Ministry and the Industry and Trade Ministry in which the latter demanded a larger volume of credits.
If a company has more credits than real emissions, it can sell the remaining credits. On the other hand, if its emissions exceed the number of credits, it has to pay for the uncredited pollution.
The Czech government will distribute carbon credits for 97.6 million tonnes of emissions this year.
